In 2013, the Texas Legislature passed House Bill 5, reforming curriculum and graduation requirements, assessment programs, and accountability systems statewide. These changes led to the adoption of the Foundation High School Program, implemented for all high school students starting in the 2014–2015 school year. Under this program, students graduate with a Foundation diploma and have the opportunity to pursue one of five endorsements: Arts and Humanities, Business and Industry, Public Services, Science, Technology, Engineering, and Mathematics (STEM), or Multidisciplinary Studies, tailored to their interests and career goals.
Subsequent legislation, including Senate Bill 149 and Senate Bill 1005, expanded flexibility in graduation criteria and assessment options, allowing students alternative pathways to meet graduation standards. Today, this program continues to evolve, supporting student readiness for both college and career through personalized and flexible learning experiences.
ENDORSEMENT AREAS

Each Endorsement offers a variety of Programs of Study (POS) tailored to align with students' interests and future career paths. As part of the graduation requirement, students collaborate with their parents and school counselors to create a personalized Career Plan aimed at supporting College, Career, and Military Readiness (CCMR).
